Cause and effect writing denotes a sequence of events: first, a catalyst, then the repercussions of that action. These can be simplistic (Fiona does not have a cat because she is allergic) or more complex (global warming is an increasingly worrisome problem, as more and more greenhouse gases are being created through industrial overuse). The purpose is to determine the relationship of the action (cause) and the outcome (effect).
