A ratio compares 2 quantities in a given order. A proportion is a statement that the ratios are the same.
“The number of dogs compared to the number of cats in the Jones house is 3:2” is a ratio. “The number of dogs compared to the number of cats in the Jones house is the same as in the Smith house” is a proportion. Usually, more information about the situation is given and a proportion can be written as an equation to be solved.
