Reposition the needle, remove the needle and try again at a different site, or remove the tourniquet.

There could be several reasons for lack of blood flow. If the tourniquet is too tight, it can restrict blood flow. The needle may be in too far or not far enough. Sometimes, if nothing else works, a new site may be needed.
