Each quarter note (\(\frac{1}{4}\)) gets one beat, and there are three beats per measure.
The bottom number in a time signature defines one beat as a portion of a whole note. In this example, one quarter note gets one beat. The top number denotes the number of beats in each measure (in this example, three).
