What danger does forward liquid surge present?

Accepted Answer

When coming to a sudden stop, the surge of liquid toward the front of the tank will tend to push the truck in the direction the liquid was flowing.   
If the truck is on a slippery surface, the surge can actually push the stopped truck into an intersection.
