Move the decimal to the right in both the divisor and the dividend, making both whole numbers.
The number of places moved for the dividend must be the same number of places for the divisor.
Add zeroes where necessary to do this.
Divide as usual, putting the decimal point directly above its place in the dividend.

\(0.0023 ÷ 2.32\) becomes \(23 ÷ 23200\)
