Move the decimal to the right in the divisor to make it a whole number. Move the decimal to the right the same number of spaces in the dividend. Add zeroes where necessary to do this.

Divide as usual, putting the decimal point directly above its place in the dividend.

\(0.0023 ÷ 2.32\) becomes \(000.23 ÷ 232\)
