A rational exponent is a fractional power or a radical.   
$$x^{\frac{a}{b}} = \sqrt[b]{x^a}$$   
   
To raise *x* to the rational exponent of $$\frac{a}{b}$$ means to raise *x* to its *a* power and take its *b* root.
