Although we are not given a lot of information about how or where she sang, this is an independent clause and can stand on its own as a sentence because there is a subject, a verb, and a complete thought. This is also a good example of how you can’t judge a sentence by its length. This is an independent clause, which means that it is a complete sentence, not a fragment.
