Presumably, this action hurt which is why the sentence starts with ouch. If there was just a period after it, it wouldn’t seem very painful—Ouch. I stubbed my toe against this stupid chair!—and the exclamation point at the end of the second sentence would seem a little overdramatic. To add intensity to the pain, an exclamation point after ouch is more appropriate.
