A number in percent form, for instance 45%, simply means 45 for every 100 (or 45 per cent) which can be represent by 45/100.
This actually means 45 divided by 100, or 0.45, the decimal form of 45%.
Converting a number in decimal form to its percent form involves the reverse of the procedure used above.
To convert 0.45 to its percent form would simply mean multiplying (the reverse of dividing) 0.45 by 100 and adding the % symbol, which results in 45%.
